William Buel Franklin graduated first in his West Point class of 1843. During the
Mexican War, he served as an engineer under Colonel Philip Kearney in the South
Pass Expedition, and received a brevet promotion after the Battle of Buena
Vista. Prior to the Civil War he supervised construction of the dome of
the Capitol building in Washington. During the Civil War, Franklin was
appointed a Brigadier General and, in the Battle of Fredericksburg, rose in
command from a brigade to a division, then a corps, to finally commanding two
corps in the Army of the Potomac.
The Battle of Fredericksburg, fought December 11-15, 1862, was one of
the largest and deadliest of the Civil War. It featured the first
major opposed river crossing in American military history. Union and
Confederate troops fought in the streets of Fredericksburg, the Civil
War’s first urban combat. And with nearly 200,000 combatants, no other
Civil War battle featured a larger concentration of soldiers. Union General Ambrose Burnside’s plan at Fredericksburg was to use the nearly 60,000 men in
Maj. Gen. William B. Franklin’s Left Grand Division to crush Confederate General Robert E. Lee’s
southern flank on Prospect Hill while the rest of his army held
Confederate General James Longstreet and the Confederate First Corps in position at Marye’s
Heights. The Union army’s main assault against Gen. Stonewall Jackson produced initial
success and held the promise of destroying the Confederate right, but
lack of reinforcements and Jackson’s powerful counterattack stymied the
effort. Both sides suffered heavy losses (totaling 9,000 in killed,
wounded and missing) with no real change in the strategic situation. The Army of the Potomac had suffered nearly 12,600 casualties, nearly
two-thirds of them in front of Mayre’s Heights. By comparison, Lee’s
army had suffered some 5,300 losses. Robert E. Lee, watching the great
Confederate victory unfolding from his hilltop command post exclaimed,
“It is well that war is so terrible, or we should grow too fond of it.” Roughly six weeks after the Battle of Fredericksburg, President
Lincoln removed Burnside from command of the Army of the Potomac. Maj. Gen. Franklin's bitter quarrels with Gen. Burnside, generated in the wake of the Fredericksburg debacle, removed
him from active command before Gettysburg.
Franklin spent more than two decades after
the war as general manger of Colt Firearms, serving there through 1888 when he was appointed U.S. Commissioner-General for the Paris Exposition
of 1889 for which the Eiffel Tower was built as the entrance arch.

I was the handwriting expert contacted in the "1775 Almanac" episode on the PBS series "History Detectives" which was televised on Tuesday, September 6, 2011. I was asked to identify the writer of the notes handwritten on the pages of the almanac, notes that recorded, among other events, the Battles of Lexington, Concord, and Bunker Hill. The unknown owner of the almanac had used it as a diary. Filmed in the Library of Congress, I compared the writing in the almanac with a signed letter handwritten in 1779.
